James H. MacGillis is 20 year veteran of the Milwaukee Police Department. He is currently a Lieutenant and is the Program Manager and Training Coordinator for the Milwaukee Police Department. He is a use of force expert in State and Federal Court and has testified on numerous occasions. He is a sitting member of the State of Wisconsin's Tactical Skills Advisory Committee, which develops use of force curricula for law enforcement in Wisconsin.

Lt. MacGillis is currently a Master of Science Graduate Student focusing on Management of Adult Education Programs at the University of Wisconsin Milwaukee. He is a U.S Army veteran and is a lifelong resident of Milwaukee County. Specialties: Firearms, Use of Force, Defense and Arrest Tactics, Professional Communications, Tactical Communications, Simulator/Integrated Use of Force instruction, Electronic Control Devices.
