Position Purpose:

The incumbent will oversee field operations for T&D (Transmission and Distribution). The duties will include but not be limited to supervising and inspecting maintenance, repair and installation work performed by contractors and Veolia crews. Maintaining a safe environment for all employees and customers.

Primary Duties/Responsibilities:

  • Direct Reports: Bargaining Unit 25-35
  • Coordinate and schedule a variety of maintenance, installation, and repair projects.
  • Allocate and assign work crews to specific jobs based on job requirements and manpower availability.
  • Supervise and inspect maintenance, repair, and installation work to be completed in the assigned service area.
  • Follow the MUTCD for safe traffic designs for road closers.
  • Perform documented safety inspections of system maintenance crews and inspectors during course of daily field inspections.
  • Oversee the billing and field operations of mark-out contractor.
  • Update work force management software of field ready work, prior to assigning the activity.
  • Respond to complaints or problems received from customers (residential, commercial, and municipal) by conducting physical site inspections.
  • Check periodically on work in progress of private contractors to verify the quality of work as well as the statements they submit as to the amount of material and labor used.
  • Investigate site for planned projects to determine necessary safety precautions, special tools, and equipment, in addition to other special project requirements.
  • Participate in developing and implementing the department's operational scheduling and standard operating procedures.
  • Monitor, maintain and develop KPIs.
  • Must be able to respond to emergency calls and work extended hours as needed (the incumbent must be a member of the emergency callout rotation team) with a 45-minute respond time.

  • The incumbent supports Veolia's commitment to safety by complying with the programs regarding health, safety, and protection of the environment. The incumbent demonstrates safe work practices, takes part in safety meetings, and advises the superintendent of any non-conforming conditions.
  • The incumbent must be in possession of a valid driver's license.
  • All supervisory staff are expected to monitor emails and texts for emergency situations which may arise, and communicate with the Manager, Corporate Communications, BPU, DEP, Operations, and other T&D management staff.
Qualifications

Education/Experience/Background:

  • A Bachelor's degree in management, engineering, or science is preferred.
  • 3-5 years supervisory experience.

Knowledge/Skills/Abilities:

  • Ability to learn how a water distribution network operates.
  • Have strong managerial and interpersonal skills.
  • Adequate computer skills and the ability to work within an office environment.
  • Able to utilize Microsoft Office and Google.
  • Able to learn how to utilize work force management software.
  • Effective supervisory techniques.
  • Strong knowledge in methods, practices, procedures, materials, and equipment associated with the construction, maintenance, and repair of water distribution systems.
  • Ability to effectively supervise skilled and unskilled employees.
  • Ability to accurately read and interpret engineering plans and drawings.
  • Ability to work harmoniously and tactfully with other departments and the public.
  • Ability to keep accurate records and submit accurate reports.
  • Ability to determine work priorities and schedule, organize, assign, and coordinate the work of crews and individuals and communicate this to the Planning department.
  • Assist in employee selection, training, supervision, and evaluation.
  • Ability to communicate effectively both orally and in writing.
  • Ability to handle multiple deadlines and multiple projects.
  • Ability to inspect work in progress and upon completion.
  • Record keeping and report writing techniques.
  • Able to understand basic math and hydraulics.
  • Understand and perform safety practices and procedures.
  • Applicable health and safety regulations as they relate to area assigned.
  • Must be able to respond to emergency calls and work extended hours as needed.
  • Ability to attain CDL.
  • Complies with all organization safety procedures.
  • Sets the tone for safety and housekeeping.

Required Certification/Licenses/Training:

  • NJDEP W-1 Distribution License is preferred.
  • Must have or be able to obtain a NJDEP Water Distribution Class Licenses.

Physical Requirements:

  • Physical: Walking on uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit for long periods at a time.
  • Sensory: Must be able to see clearly, hear through listening devices such as an aqua phone for leaks and hear warning devices and alarms. Must be able to speak to give directions and converse with other officials. Must be able to smell for dangerous conditions such as sewer gases and chlorine.
  • Mental: Must be able to read complex reports and engineering drawings. Write detailed reports and prepare presentations. Analyze complex operational and engineering challenges and resolve them. Learn new technological advances in distribution techniques and equipment.
