Job Description
Overview

The Construction Observer will perform as directed by and under the supervision of the Department Manager and Project Engineer. In general, responsibilities will include conducting observations of field work in progress, to assist the Engineer in determining if the project is proceeding in accordance with contract documents, perform field visits to confirm as-built conditions, as well as construction administration and completion of all necessary reports and documents. Must effectively communicate with Department Manager, or Project Engineer regularly. Must be knowledgeable of state and local regulations. Must have the ability to organize assigned work and develop effective work methods.


Responsibilities

  • Conduct on-site observations of the work in progress to assist the Engineer in determining if the work is proceeding in accordance with the contract documents.
  • Document all on-site observations of construction progress, manpower, equipment and materials and any and all deficiencies on a daily inspection report.
  • Provide effective communication when items are unsatisfactory, faulty, defective, or in non-conformance with the contract documents. Evaluate field construction conflicts through regular coordination with technical staff.
  • Good communication skills necessary for interacting with and providing representation as required with public, clients and/or contractors.

  • Prepares limited construction administration tasks, including review of payment applications, change orders, field changes, and clarification and interpretation of contract documents.
  • Routine coordination with Department Manager and Project Engineer as required.
  • Perform all other duties as assigned by the Department Manager.

Qualifications

  • Possess a valid driver's license.
  • Minimum 2 years of related experience.
  • High School Diploma required; NICET/SAT certification preferred.
  • Proficiency in Microsoft Excel, Word and Outlook.
  • Knowledgeable in the following: Infrastructure and roadway, storm sewer, water/wastewater, and site improvement construction projects.
  • Must be able and willing to work the hours necessary to meet the demands of dynamic project schedules and the timely completion of assigned project(s).
  • Knowledge of and strict adherence to all site safety requirements.
