The New Jersey Scholarship and Transformative Education (NJ STEP) Consortium is an association of higher educational institutions that work in partnership with NJ Department of Corrections and State Parole to provide comprehensive college degree programming for students while incarcerated and to assist in their transition to college life and further degree work upon release. Under the office of the Chancellor, NJ-STEP serves a statewide population of people enrolled in college while in prison, on parole and post incarceration. Posting Summary
Rutgers University-Newark, an urban public research university and anchor institution, located in Newark, New Jersey, is seeking a Business Specialist for its NJ-STEP Program. Reporting to the NJ-STEP Executive Director with a dotted line to the Chancellor's Budget Office, this position oversees accounting and budgeting, purchasing, contracts, payroll, personnel, facilities, and all administrative, operational, and other financial functions for NJ-STEP.

The New Jersey Scholarship and Transformative Education in Prisons Consortium (NJSTEP) is an association of higher education institutions in New Jersey that works in partnership with the New Jersey Department of Corrections and State Parole Board, to (a)provide higher education courses for all students under the custody of the State of New Jersey while they are incarcerated, and (b) assist in the transition to college life upon their release into the community. Our vision is that every person in prison who qualifies for college, has the opportunity to take college classes while incarcerated, and continue that education upon release.

This position is responsible for and not limited to the following:
  • Analyzes and reviews financial data, prepares financial documents and reports for internal and external purposes consistent with a broad understanding of the mission, vision, role, and goals of NJ-STEP
  • Maintains records on expenditures and regularly reconciles accounts
  • Reviews University reports, to ensure that accounts are within budget
  • Manages all aspects of the NJ-STEP main office including the program's office space, physical and digital assets and records
  • Manages prison course book inventory
  • Coordinates administrative needs of local and remote employees, serves as departmental HR liaison, provides routine and non-routine triage of information to faculty, staff, and the greater community, coordinates daily operations for NJ-STEP, which includes work direction of part-time student employees
  • Creates processes for resource and asset management and efficient administrative workflow
  • Ensures that the day-to-day administrative activities of the NJ-STEP program are carried out in accordance with RU-N and NJ-STEP policies and procedures
  • Works without direct supervision, with occasional review of work outputs, and departmental functions by the NJ-STEP Executive Director
  • Carries out independent routine and semi-routine work within parameters of NJ-STEP and tasks under general supervision

Work Arrangement
Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications

Minimum Education and Experience
  • Requires a bachelor's degree in accounting, finance, business administration, or a related field; or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting principles and practices.
  • Also requires a minimum of two years of relevant experience in a financial/accounting function, good communication skills, and computer literacy.
